Round Window Shutter
What are the rounded things on the wall, on either side of the windows,in a 1920's house?

My brother bought a house built in the 1920's. On the first floor walls, on either side of the windows, are rounded protuberances, about 6" in diameter. They are spherical, and actually look like a breast, as the center of each one has a smaller, rounded protuberance. We think they might have to do with shutters, but we cant figure them out! They have been painted over, but feel like they're metal. Help!
